Registered by the Israeli Ministry of Justice on December 2010 as a nonprofit organization. The chamber is a voluntary institute with its main goal to develop the commercial and cultural relations between the State of Israel and The Czech Republic. ​ ICCCI provides services for both Israeli and Czech business people, SME and Multinationals who seek to enter or expand their activities in both countries. We create a tailor made strategy based on extended expirience in business deveopment and managing an effective networking. Our founders and management team consist of distinguish and experienced Israeli businessmen, some of which consider among the most influential people in the Israeli economy. ​ ICCCI is a member of the Federation of the Bi National Chambers of Commence in Israel. We hold close ties with the Israeli Export Institute, The Israeli Manufacturers association, the Chamber of Commerce Federation as well as Governmental ministries and both embassies in Tel Aviv and Prague as well as our counter chamber of commerce in Prague.


Dr. Eli Fischer,President of ICCCI

Eli Fischer was born in Carlsbad, Czechoslovakia.He earned his master’s degree cum laude from the Hebrew University of Jerusalem, following which he was accepted for doctoral studies at Harvard. Later, after receiving a Doctor of Pharmacy degree from the University of California, he decided to return to Israel, where he subsequently established an innovative plant for producing new types of medications under the name of “Dr. Fischer, Inc.”, today a well-known brand name. His private life and community work are an integral part of his scientific and business achievement.

Mr. David Hercky, Chairman of the ICCCI and Honorary Consul of the Czech Republic.

David Hercky, Deputy Chairman of the Federation of Bi-national Chambers of Commerce and Chairman of the Israel Czech Chamber of Commerce and Industry. David is an Entrepreneur dealing with various business activities in Israel, Czech and Slovak Republic. Chairman of “Curapipe systems”- a company which repairs municipal water pipes leakages. Supervisory board member of “Agel” – The largest private health provider in the Czech Republic and General Director of “Mexicol” ltd – A company providing management and technological consulting.

David has B.Sc. Food Engineering and Biotechnology (cum laude) from The Technion – Israel Technological Institute and he holds MBA in Financing from Bar Ilan University.

Mr. Assaf Israel Dovrat, CEO

Assaf brings extensive experience in entrepreneurship and business development, with an emphasis on companies and ventures in the process of establishing and penetrating different markets and among various sectors.  Assaf was also an active member at PIC Club – an Angel Investment Club and gained Deep understanding and Involvement in investment capital raising for start-up companies in technological and medical fields. Assaf specializes in generating business development narratives, analyzing and creating marketing channels, penetrating new markets overseas, establishing legal entities and complying within unique regulatory environments. In recent years, Assaf was involved in entrepreneurship within the US emerging cannabis industry and developed eCommerce ventures

Mr. Jacky Aviv, ICCCI Board Member

Jacky holds the postion of Head of Skoda Division at Campion Motors Ltd. He started his way with Champion Motors in year 2001 as representative of test drives. Aviv, married +2, has BA in Business Administration, carried a wide variety of positions in Skoda such as manager of the central show room of the brand, manager of car fleets and head of national sales of Skoda.

Mr. Opher Linchevky, ICCCI Board Member

Opher holds the position of CEO of Maman Group which is the largest logistics, aviation and infrastructure services company in Israel, traded in Tel Aviv stock exchange and employs approx 2500 employees with global operations including a logitics centre in the Czech Republic. In his past Opher held the postions of Head of Transportation and infrastructure sector – Ministry of Finance, CFO Egged Transportation ltd and CEO of Egged Holdings, CEO Israel Railways and CEO at AFI Europe when he was very active in the Czech Republic.

Opher holds BA in Economics and L.L.B and MBA specialized in finance from the Hebrew University of Jerusalem.

Mr. Arye Levin, ICCCI Board Member

Arie held the position of CEO of AVX Israel and VP of AVX Corporation active in the development, manufacturing and distribution of microelectronics chips integrated in products of leading global manufacturers of cellular communicating and general electronics. AVX is a daughter company of AVX US and Kyocera Japan. Arie received the Kaplan Award and the Industry  Award; He is the Honorary President of Azrieli College of Engineering in Jerusalem, a member of the Executive Board of Israel Industrial Association and a member of the education committee at the Association of the Electronics and Software Industries. In his past he was one of the founders of Scitex and a partner in Gets Ltd. 
Arie holds a masters degree in Electronics Engineering from UCLA, USA 

Mr. Guy Dvorin, ICCCI Board Member

Guy holds the position of CEO at Shikun & Binui Real Estate Development. In his past expirience he held top executive postions in varoius companies such as SCG Corporation and Swoppin Corporation followed by independantly leading large scale Real Estate projects. He is married + 3 children and currently resides in Prague where SB European Headquqrter located.

Guy holds EMBA Studies at University of Hertfordshire, London.

Mr. Yaakov Levy, ICCCI Board Member

Ambassador Yaakov LEVY is a 43 year veteran of the Foreign Service and has recently concluded a five and a half year stint as Ambassador to the Czech Republic. He also served as Ambassador to the United Nations in Geneva, as Consul General in Boston, Counsellor in Rome, Charge d’Affairs in Malta and Consul for Public Affairs in New York.

In Jerusalem he headed the Training Department as well as the Policy Planning Department at the Ministry of Foreign Affairs and was Deputy Director of the MFA for Media and Public Diplomacy.

Ambassador Levy created the post of Diplomatic Advisor to the Speaker of Parliament Reuven (Ruby) Rivlin as well as to the Members of Knesset and served in that position for two years.

Mr. Robert Cohen, ICCCI Board Member

Angel Investor and Managing Director of Benson Oak Capital (BOC), an investment firm active in venture capital and private equity in the Czech Republic, Slovakia and Israel. Robert led 100% buyout of Internet security company AVG in 2004, and participated as Board member and in Senior Management in the subsequent expansion of AVG until its IPO on NYSE in February 2012. An investor in over 25 early stage companies, mainly in Israel, Czech Republic and the US. Provide active assistance to number of portfolio companies and an Executive Chairman of Tel Aviv-based startup Slidely. 

Robert holds M.A in International Economics and B.A, B.S in Economics and Political Science. 

Dr. iur. Avraham Weber, LL.M, ICCCI Board Member

A member of Weber and Co. Law firm. Dr. iur. Weber is a member of the Israeli Bar since 2000, and holds a double Masters of Law both from the Tel Aviv University and Humboldt zu Berlin University. He holds a PhD degree from Giessen University Germany, and has published several articles abroad. Dr. iur. Weber was also a guest researcher at the Vienna University dealing with legal international questions relating to the EU Enlargement process. Dr. iur. Weber is consulting both on private and public international law. Over the years, Dr. iur. Weber has been active in the field of legal consulting to international firms active in Israel and abroad. He serves as the legal advisor of the ICCCI.

Mr. David Sivor,  ICCCI Board Member

Born in Bratislava on 1934 and was the head coach of the Israeli national swimming team. Today he is very involved in promoting diffrent cultural activities between Israel and the Czech Republic. 

Mr. Pavel Kolliner, ICCCI Board Member

​Born on 1949 in Prague and lives in Israel since 1968. B.Sc – Industrial and Management Engineering, Technion, Israel Institute of Technology, Haifa. His main occupation since 1992 is Israel – Czech Republic bilateral activities – import, export, technology projects, and real-estate projects.
